I've never seen another set with pairs made by two unlike halves that come together to form one phrase and image (rather than pairs of two identical cards) --and what wonderful images and phrases they are

so would think this dates to the first quarter of the 20th c

with a bit of gold paint loss/rusting to the base

It makes me think of sunrises and sunsets filtered through paned windows, and also of the marvelous paintings sculptures of Alan Shields, which I suggest looking up if you are unfamilar!
