I'm guessing that the leather strip threaded through the cheeks of this old primitively carved figure once formed a loop by which it hung

and would be used to task the test taker with recreating increasingly complex designs shown by the test administrator within specified time limits

There are two cards missing (the 5: 5 and 5: 1) but pretty miraculous the find the deck near complete and sold as found in a lovely paper decorated Victorian box with young woman in blue on front.
