it is quite irregularly cut and I would probably replace it with a new one

Inuit, likely Alaskan, and earlyish 20th century I believe. With one sinew thread stretched across the bow just in front of the seat which likely once secured a paddle. 12" x 1 3 8" x 1 3 4" t.
